About our team
HR Analytical Services is a human resource consulting firm that assists employers looking for guidance on affirmative action issues affecting the workplace. Founded in 1993, HR Analytical has worked with organizations across the nation by preparing affirmative action plans that meet the federal government’s regulatory requirements and by providing insights into the best ways to implement the federal affirmative action laws.
Since 1993, we have helped hundreds of organizations go through successful affirmative action compliance reviews by the U.S. Department of Labor’s Office of Federal Contract Compliance Programs (OFCCP). We have also assisted our clients in meeting the affirmative action requirements of state and local units of government. Throughout its history, HR Analytical has been a leader in providing solutions for our clients in a constantly evolving regulatory environment.
HR Analytical Services is based in the Milwaukee, Wisconsin suburb of Hales Corners, with a satellite office in San Diego, California. The staff at HR Analytical are highly-trained professionals whose sole focus is to provide the best possible service to our clients. HR Analytical staff members routinely give presentations and provide written guidance to employers and others who are involved in the affirmative action and equal employment opportunity fields. We serve clients in multiple industries including manufacturing, professional services, healthcare, biotechnology, financial services, and higher education. Who We Are
Founder & President
Bill has been involved in the affirmative action/equal opportunity field for more than 30 years. He has extensive knowledge of the federal affirmative action laws and how these laws are being implemented and followed. Bill is a former president of the southeastern Wisconsin SHRM chapter and current president of the Milwaukee Industry Liaison Group.
Zach Olsen works to limit clients’ regulatory burdens while providing highly-personalized service. He is involved in the preparation of affirmative action plans and has helped clients successfully navigate through compliance review by OFCCP. Prior to joining HR Analytical Services, Zach worked for the City of Oak Creek, Wisconsin, where he conducted compensation analyses and did research for labor negotiations with the City’s police and fire unions.
Mitchell Chamberlin specializes in developing affirmative action plans and assisting clients with meeting their regulatory obligations. Mitchell also focuses on HR Analytical Services’ social media presence and website. Mitchell serves as a co-chair for the San Diego Industry Liaison Group.
Cassie Alfheim joined HR Analytical Services in 2018 as a Compliance Specialist. She works with clients in developing their affirmative action plans. She holds a Master’s of Human Resources and Labor Relations degree from the University of Wisconsin-Milwaukee. Before joining HR Analytical Services, Cassie was an estate planning specialist for a Midwestern law firm.
Judy Osterndorf joined HR Analytical Services in 2016 and serves as Operations Manager. Prior to joining the firm, Judy worked as an educator in Minnesota and Wisconsin. Judy holds a Master of Education degree from the University of Minnesota.
